"Not reconciled" is the federal statistical discrepancy of Rs448bn: recorded spending is larger than revenue plus borrowing by that amount. The ministry gives two reasons: a rise in government deposits at commercial banks, and timing differences between State Bank, FBR and Economic Affairs Division data.

The ministry's stated reasons: higher government deposits at commercial banks, and timing differences between agencies. By government: federal Rs448bn, the provinces together Rs405bn (Punjab Rs266bn, Khyber Pakhtunkhwa Rs95bn, Balochistan Rs72bn). The official deficit of 2.6% of GDP is measured from the financing side. Counting the gap as spending would put it at 3.3%: our arithmetic.
